“Manitoba, Minnesota, North Dakota and South Dakota have comparative advantages to lead a long-term energy transition in North America that relies on clean energy production and sequestration of carbon dioxide. Our region’s advantages include:
o Renewable energy resources in wind, biofuels, biomass, and hydropower;
o Potential production of hydrogen from these renewable energy sources and from coal gasification;
o Experience in the gasification of coal and capture and geologic storage of carbon dioxide;
o Potential for the capture and sequestration of carbon terrestrially in prairie soils and wetlands and geologically in available underground reservoirs; and
o Prospect for marketing renewable energy and carbon credits.”

As a first step toward developing a regional energy transition roadmap, we request that stakeholder participants in Powering the Plains and the Upper Midwest Hydrogen Initiative:
o prepare preliminary scenarios, goals and measurable targets outlining a potential regional energy transition; and
o identify legislative measures and institutional arrangements needed to implement such a transition roadmap inter-jurisdictionally over time.
